PROBLEM TO BE SOLVED: To provide a reforming method which is repair method of a deteriorated concrete structure and by which a high quality water-repellent coating film can be formed on the surface of the concrete with a good application. SOLUTION: In the reforming method for concrete, which comprises forming a silicone-based coating film on the surface of the concrete, silane-siloxane-based water-repellent material containing, as effective ingredients, an alkylalkoxysilane and a polyorgonosiloxane in an amount of >=75 wt.% in an aqueous medium is used as a silicone-based coating film forming material. A silicone-based impregnated coating film is formed on the surface layer part of the concrete by one time coating or plural time coating of the silane-siloxane-based water- repellent material.
