PROBLEM TO BE SOLVED: To provide a method for economically producing a monomer-containing polyisocyanurate emitting low odor of isophorone diisocyanate and having storage stability without undergoing any monomer removing process. SOLUTION: This method for producing a monomer-containing polyisocyanurate of low odor with storage stability comprises partial trimerization of isophorone diisocyanate within 30 s to 2 h at 0-200 deg.C in the presence of 0.01-2 mass%, based on the above diisocyanate, of a catalyst of the general formula (wherein, R and X are each a butyl group and Y- is CH3 COO-, or R is a benzyl group and Y- is a 4-8c carboxylic acid anion, wherein X is a 2-3C alkylene, in this case, three Xs form a tricyclic system together with a quaternary nitrogen atom via one common carbon atom, the tricyclic system having at least one OH group onα-,β- orγ-position relative to the nitrogen atom).
