PROBLEM TO BE SOLVED: To remove PCB or the like from an electric member to make harmless and to efficiently decompose PCB or the like with low cost equipment. SOLUTION: A hardly decomposable organic compound is vaporized and removed by heating the electric member 1 containing the hardly decomposable organic compound such as PCB under a reduced pressure and the vaporized and removed gaseous hardly decomposable organic compound is decomposed by the irradiation of electron beam.
