PROBLEM TO BE SOLVED: To prepare a redispersible powder for emulsion having excellent antiblocking property, redispersibility, film forming characteristics, water resistance, or the like, and to provide its use. SOLUTION: This redispersible powder for emulsion is formed by having a polyvinyl alchol resin adsorbed on the surface of polymer particles constituted with at least one of an ethylenically unsaturated monomer or a diene monomer, the polyvinyl alcohol resin having a functional group selected from the group consisting of an acetoacetic group and a mercapto group, and with a block character [η] of 0.3-0.6. The powder is used in forming a cement or mortar admixture.
