PROBLEM TO BE SOLVED: To provide a steering engine compact and highly reliable as an emergency-use steering engine required for a supertanker. SOLUTION: Respectively independent rotors are doubly connected to a main shaft and wrapped and held with an outer shell. Either one of the two sets of rotors is normally used, and the other is operated in case of emergency, or both of them may be normally operated and prepared for emergency.
