PURPOSE: A structure of a neutral pen is provided to develop a water-based or neutral pen which does not have a cap by solving existing problems that can be generated when the cap is not equipped at the water-based or neutral pen such as leakage of ink and use of a long ink can. CONSTITUTION: The penpoint forward and backward moving device is characterized in that a groove(2) is formed in a length direction at the front side of a cylindrical forward and backward moving device(1) the back end of which is closed, a pressing button(3) and a locking projection(4) are formed abreast at the front side of the groove(2), and the forward and backward moving device(1) is inserted into from the back end an outer tube on which a pressing button groove(5) and a locking projection groove(6) are formed side by side so that an ink can be installed. The automatic penpoint retreating device is characterized in that a penpoint is automatically retreated since the pressing button(3) is pressed by the clothes when inserting clothes into the clip after attaching a clip on which a pressing button groove is formed onto the back end of a pen so that the pressing button groove formed on the clip is fitted into a pressing button groove(5) of the outer tube, wherein the clip can be integrated into the forward and backward moving device(1).
