PURPOSE: A skirt assembling or releasing device in a lower portion of a bin for a constant feed weight is provided to reduce a producing cost by minimizing a process through replacing the skirt and to remove foreign material by rotating a chute. CONSTITUTION: A skirt assembling or releasing device mounted on a lower side of a bin for a constant feed weight comprises a rotating member(20) combined to a pin hole of a supporting plate holder(10) by a pin(11); a chute(30) mounted on a lower portion of the rotating member; a guide groove(32) recessed along a body unit by being mounted on the chute; a movable rail(31) vertically formed on an upper portion of the guide groove; a moving member(40) sliding along the guide groove; plural wheel(41) moving along the movable rail by being mounted on an upper portion of a housing; a skirt(43) formed on a lower portion of the housing by having a staple shape; inner and outer plates(45,46) bolt combining the skirt; and a skirt frame(44) bolt combining the wheel by being mounted on the moving member. Thereby, the skirt assembling or releasing device removes foreign material by rotating the chute.
