PROBLEM TO BE SOLVED: To provide a system and method for carrying out highly reliable multicast distribution on a packet switching network with low reliability. SOLUTION: An MDP(multicast dissemination protocol) database(DB) 140 stores parameters used for message transmission reception. An MDP server initializing module 100 reads the parameters from the DB to initialize an MDP session. An MDP client initializing module 120 reads the parameter from the DB to initialize an MDP session for a work station receiving a multicast message. An MDP server operation module 110 is used to receive a request for transmitting a message and a correction packet to an action work station when receiving no negative acknowledgment. An MDP client operation module 130 receives a message transmitted from the module 110 and transmits only a negative acknowledgment to a server at the reception of a MDP information packet when the work station is designated as an information exclusive work station by the MDP information packet.
