SOLUTION: The voice message processing unit is provided with a voice message data management target selection processing means 1 that receives voice message data 5 and target selection data 6 by a user, a user data management processing means 2 that stores user data 8, retrieves target user selection data by the input of the target selection data 6, and distributes the voice message 5 stored in the voice message data management target selection processing means 1 to a user's telephone set 7, a phone state detection processing means 3 that detects the state of the telephone set 7 to store its detection disabled state, and a reply access confirmation selection processing means 4 that confirms the access state and contents from the user's telephone set 7 and selects the voice message 5 in response to the access from the voice message data management target selection processing means 1.
