PROBLEM TO BE SOLVED: To provide an interlace.progressive converter that can prevent disturbance of a video image caused by dissidence between a caption superimposed after telecine conversion and a sequence of a telecine signal so as to attain high image quality in the case that the telecine signal is received and IP conversion is applied in matching with the sequence of the telecine signal. SOLUTION: When an interpolation changeover control section 11 receives a detection signal S6 from a telecine detection section 5 and a detection signal S6 from a caption area detection section 7 and detects that the video signal received from the telecine detection section 5 is not a telecine signal, the interpolation changeover control section 11 controls a changeover switch 12 to output a signal that is subjected to IP conversion by a motion adaptive interpolation section 8, when the interpolation changeover control section 11 detects that the video signal received from the telecine detection section 5 is a telecine signal and the caption area detection section 7 detects a caption area, the interpolation changeover control section 11 controls the changeover switch 12 to output the signal subjected to IP conversion by the motion adaptive interpolation section 8, and when the interpolation changeover control section 11 detects that the video signal received from the telecine detection section 5 is a telecine signal and the caption area detection section 7 detects no caption area, the interpolation changeover control section 11 controls the changeover switch 12 to output the signal subjected to IP conversion by a 2-3 pull-down interpolation section 9.
