PROBLEM TO BE SOLVED: To provide a hierarchical video storage device that can properly copy video data distributed to a client from an external storage device to a video server. SOLUTION: A distribution video data division arrangement means 13 divides video data to which an operator applies a distribution request into optimum numbers of video data, a high-speed distribution video data file is placed to a high-speed access storage device 14 and a low speed distribution video data file is placed to a low speed access storage device 15. A high-speed distribution video data movement means 16 copies the high-speed distribution video data file to a video server 17 and a low speed distribution video data movement means 18 copies the low-speed distribution video data file to the video server 17. Then, a video output device 20 outputs a video image on a display device of the client via a video data distribution output means 19.
