PROBLEM TO BE SOLVED: To overcome the problem such that it is extremely difficult to commu nicate high quality video data since a communication rate is slow at the time of performing radio data communication by using a portable telephone set in a traveling object such as an automobile. SOLUTION: While it is possible to perform high speed communication by using, for example, an ISM band, it is possible to perform certain communication even when a communication enabling area is small.
