PROBLEM TO BE SOLVED: To provide a color medium tone processing system capable of realizing color medium tone processing that attains the space resolution and the color resolution of a degree similar to the error spread and prevents production of an artifact commonly attendant on error spread. SOLUTION: The color medium tone processing adopts block quantization. A block generation and color averaging unit 102 divides an input image and an output image into blocks. One output block corresponds to one input block. The unit 102 calculates the color average of each input block. A color matching arrangement unit 104 calculates an output color set for each output block so as to matching it with the color average of each corresponding input block and arranges the output colors in the output blocks in a shape of mosaic.
