PROBLEM TO BE SOLVED: To provide a vehicle specifying device allowing specifying of a vehicle and detecting of the position on a road surface by only a roadside device. SOLUTION: Messages are transmitted from a roadside device 101 to a plurality of vehicles 113 within a measuring range 112 of a vehicle measuring means 102 of the roadside device 101 by radio communication by attaching feature amount 110 of the vehicles 113 such as vehicle speed, vehicle lengths and vehicle numbers recognizable on the vehicles 113 sides without mounting new sensors on the vehicles 113. The vehicles 113 communicatable with the road side receive the messages attached with the feature amount 110 and start vehicle specifying means based on the messages when the attached feature amount 110 is coincident with feature amount 110 of the self vehicles. An individual message can be transmitted to a specified vehicle of the plurality of vehicles 113 from the roadside device, without providing the vehicles 113 sides with means for detecting the positions of the self vehicles.
