PROBLEM TO BE SOLVED: To provide an insulating tape which does not wrinkled when applying and has superior insulating properties and productivity and to provide a rotating electric machine coil using the insulating tape. SOLUTION: A substrate which has a longitudinal elongation different from a widthwise elongation is employed as the substrate of an insulating tape applied to a coil or rotating an electric machine in the form of wrap winding. The warp yarns having different elongations percentages, arranged in the width direction of the tape can realize the substrate.
