PROBLEM TO BE SOLVED: To provide a miniaturized voltage controlled oscillator having a terminal strength by locating electrodes with small number of via holes by forming most of passive components, which can be formed from thick films, on the inner layer of a multilayer substrate. SOLUTION: Plural strip lines in triplate configuration are located on the lower layer part of the substrate, plural capacitor electrodes and wiring electrodes are located on the middle layer part and further, a terminal electrode layer connected to a terminal electrode on the end face of the substrate is located on the bottom layer. Then, components are packaged in the wiring electrode on the surface layer connected by the via holes through a dielectric layer and the electrode is covered with a shield case.
