PROBLEM TO BE SOLVED: To improve the degree of freedom on the selection of picture quality and compressibility without increasing the hardware constitution of the wavelet transformation. SOLUTION: The prescribed area of input picture data 100 is read and accumulated in a data reading memory 1. As soon as data is accumulated in the data reading memory 1, a wavelet transformation part 5 performs a wavelet transformation filtering in a horizontal or vertical direction on picture areas. The wavelet transformation 5 is provided with a fixed decimal-type wavelet transformation 3 and an integer-type wavelet transformation 4. Data from the data reading memory 1 is switch-controlled by a switch 2 and it is sent to the fixed decimal-type wavelet transformation 3 or the integer-type wavelet transformation part 4.
