<p>PROBLEM TO BE SOLVED: To provide an image-coding device and method, an image-decoding device and method, and an image-processing device for improving the coding efficiency of the image data of one layer when dividing the image data to be coded into a plurality of layers of image data, converting at least one layer of image data that has been divided to a plurality of block data, and performing coding processing to each converted block data. SOLUTION: When a high-level layered image data is to be coded as an intrapicture, an amount-of-code decision circuit 300a decides the amount of code that is predicted to be generated when coding processing is made to the block data. A coding processing control circuit 300c decides whether coding processing is made or not to the block data based on the decision result of the amount-of-code decision circuit 300a, and controls a coding processing circuit 300b for executing coding processing regarding the block data according to the decision result.</p> |
