PROBLEM TO BE SOLVED: To provide picture encoding device/method, picture decoding device/ method and a picture processor for improving the encoding efficiency of picture data in divided hierarchies when picture data on the object of encoding is divided into picture data for the plural hierarchies and they are encoded. SOLUTION: The picture encoding device of a hierarchy encoding system divides picture data on the object of encoding into picture data (basic hierarchy picture data and high-order hierarchy picture data) in the plural hierarchies and encoding them. An encoding circuit 2 encodes basic hierarchy picture data by using a basic hierarchy picture data encoding table. An encoding circuit 3 encodes high-order hierarchy picture data by using the high-order hierarchy picture data encoding table different from the encoding table used in the encoding circuit 2.
