PROBLEM TO BE SOLVED: To prevent the resolution from being lowered more than required even at the time of enlarging magnification by preventing the quality from deteriorating due to occurrence of moire fringes at the time of reducing magnification. SOLUTION: An address operating section 102 calculates the address in an original image of a target pixel subjected to variation of magnification. A coefficient operating section 104 operates coefficients for the pixel value of the original image being used for determining a target pixel value subjected to variation of magnification based on an address operated at the address operating section 102, and a phase information control parameter determined at a phase information altering section 103. In this regard, the range of a pixel having a coefficient other than 0 is determined depending on the varied magnification. The original image is filtered using this coefficient.
