A mobile communication system and others having a structure for realizing a network seamless for effecting a roaming between different kinds of networks ; a contents seamless for effecting a conversion between different kinds of codes or media; and a device seamless for allowing the utilization of an optimum input/output device according to an environment. This mobile communication system detects a variation, such as a variation of service environment, with respect to any objects, for example, mobile terminals, notifies at least one of the apparatuses related to that variation of the detection result, modifies the resources constituting the network so that th ey can cope with the new environment, and effects a switching therebetween. Thi s realizes the construction of a seamless network that automatically eliminate s a seam (limitation) associated with the foregoing variation as of service environment.
