PROBLEM TO BE SOLVED: To provide a cleaning device, a belt device and an image forming device by which excellent cleaning performance is maintained over a long term by suppressing the deterioration of an opposed member with time while sufficiently securing the width of a cleaning nip which is a contact area between the cleaning member and the opposed member. SOLUTION: Cleaning device and belt device are provided with a conductive cleaning roller 71 abutting and arranged on the surface of a transfer paper feeding belt 60 to which toner is stuck and a conductive opposed roller 73 arranged so as to be opposed to the cleaning roller 71 via the belt 60 and having elasticity at least at a contact part with the belt 60 and a cleaning electric field forming means for forming an electric field between the belt 60 and the cleaning roller 71. Also, the cleaning roller 71 is disposed so as to be caught by a specified quantity by the expanded part of the supporting member of the belt 60.
