PROBLEM TO BE SOLVED: To provide a safety IC card and its operation method capable of conducting dynamic mounting of application after the publication of the card even if a service provider conducting application mounting on the IC card does not contract or communicate with a card publisher hoping for mounting. SOLUTION: The publisher of the IC card previously gives a cipher key to a third party other than the publisher of the IC card, and entrusts an agency of a certification business to application to be mounted. A program or data having the function verifying agent certification is previously mounted on the card, and the validity of the mounting requested application is confirmed.
