PROBLEM TO BE SOLVED: To connect a communication device, which can be connected to a network such as the Internet, to the network when the network is not congested. SOLUTION: When a data transmission/reception part 2 is transmitting and receiving data to and from the Internet, a transfer speed monitor part 3 monitors the transfer speeds of the data transmission and reception and if the transfer speeds decrease below transfer speed stored in a storage part 7 before desired data are all read in, a control part 8 releases the communication line to cut off the connection with the Internet through the access point and starts a timer according to time information stored in the storage part 7; when a timer management part 6 detects a time-out state, a connection with the Internet is made again through the access point of an ISP.
