PROBLEM TO BE SOLVED: To designate the arrangement of high speed signal wiring to be disposed on a power supply plane to be a check object at a position that does not impose an electromagnetic harmful effect on another wiring layer. SOLUTION: When the high speed signal wiring 13 exists on the power supply plane 1 in regard to signal wiring to be a check object, the vertical distance (dist) between the edge part of the plane 1 that is the closest to the wiring 13 and the wiring 13 is measured, a minimum distance to be secured as the vertical distance is also preliminarily calculated from a circuit specification related to the signal wiring, the measured vertical distance (dist) is compared with the calculated minimum distance to be secured, and when the measured vertical distance (dist) does not surpass the minimum distance to be secured, an appropriate instruction message corresponding to the name of the signal wiring is displayed.
