PROBLEM TO BE SOLVED: To provide a fixing roller member having an innovative structure, which shortens time required to elevate the temperature of a heat generation layer of a surface layer and ensures the lateral uniform temperature, and a fixing device having an innovative structure for quick start fixing, which shortens the time required to elevate the temperature of the fixing roller member and ensures the lateral uniform temperature of the fixing roller member in a nip area when paper is passed therethrough. SOLUTION: The fixing roller member for electromagnetic induction fixing has an electromagnetic induction heating body, a cylindrical elastic body, and a magnetic elastic heating layer disposed on the outside of the cylindrical elastic body. The fixing device uses the fixing roller member.
