PROBLEM TO BE SOLVED: To provide a character recognizing device enhancing line segmenting accuracy and character recognizing accuracy, and lighten an operator's load. SOLUTION: This character recognizing device conducts character recognition of character images segmented from a character image region of inputted images, and it is equipped with a line segmenting means 30 segmenting a line of a character row from the character image region of the inputted images; a character segmenting means 40 segmenting a character from the line segmented from the line segmenting means 30; a character recognizing means 50 recognizing a character segmented with the character segmenting means 40; a determining means 60 deciding the reliability of a character recognition result with the character recognizing means 50 and determining whether re- segmentation of the line should be conducted again or not; and a form revising means 70 deciding a form for making conduct segmenting of a line to the line having no reliability to the character recognition result judged with the determining means 60. The character recognition is conducted again from the line segmentation in the line segmenting form revised with the form revising means 70.
