PURPOSE: To provide an information input and output device for a sight handicapped person which enables the sight handicapped person to easily obtain operation information and to easily operate and input without puzzlement. CONSTITUTION: This device has a braille display unit which has retractable plural dot parts and is capable displaying plural braille patterns by controlling the retraction state of these dot parts and a judging means for making judgment that the operation associated with the braille patterns has input when the braille display unit is operated to be thrust within the prescribed time from the display of the braille patterns by the braille display unit 11. The sight handicapped person is thereby made to thrust and operate the braille display unit displaying the braille patterns thus far when making the operation input relating to the display of the braille patterns.
