PROBLEM TO BE SOLVED: To reduce a measurement error, and to perform stable measuring operation. SOLUTION: A purge pipe 46 connected to an air supply pipe is arranged in liquid in a tank 38. A flow regulating valve 28 is arranged in the air supply pipe, air is supplied to the purge pipe 46 from this air supply pipe, and liquid in the purge pipe 46 is pushed out of the tip of the purge pipe 46. A pressure difference between the primary side and the secondary side of the flow regulating valve 28 when exhausting the air as bubbles from the tip of the purge pipe 46 is detected by a pneumatic-to-electric transducer 24, the height of a liquid level of the tank 38 is arithmetically operated on the basis of a detecting signal, and is displayed on a display part 50 of a remote monitoring place from a tank installed place.
