PROBLEM TO BE SOLVED: To further enhance the degree to activate a substance. SOLUTION: This substance activating device is structured by combining a first substance activating means 10 and a second substance activating means 20. Both of them are provided with layers 11, 12 of radiation generating means to generate radiation irradiated to the substance to be activated, and conductive metal layers 12, 22 interposed between the layers 11, 12 of the radiation generating means and the substance to be activated by being laminated on one surface side of the layers 11, 12 of the radiation generating means. At this time, the mass of the conductive metal layer 12 in the first substance activating means 10 and the mass of the conductive metal layer 22 in the second substance activating means 20 are different. Thereby, the first substance activating means 10 performs an action to activate the substance, and the second substance activating means 20 performs an action to amplify the substance activating effect.
