PROBLEM TO BE SOLVED: To easily install a handle device having a motor-driven spindle device on a synthetic resin low tank. SOLUTION: This handle device 1 is provided with a housing 2 and a spindle 3 extending from this housing 2, and a motor-driven rotary device for rotating the spindle 3 is built in this housing 2. A flange 2a is projected from this housing. A square installing part 5 is arranged on the upper edge of the low tank, and the flange 2a is engaged with a groove 6 of this installing part 5. A step part 6a and a waterway 6b are arranged in a base part of the groove 6, and the waterway 6b communicates with the inside of the low tank 4 via a hole 7.
