PURPOSE: An image transmitting system having a variable IP address is provided to transmit image information stored in a user's personal computer to Internet terminals of users directly. CONSTITUTION: A user system(100) includes a camera device(110) and a program device(120) for making inputted moving picture data as one image file in accordance with a frame setting and transmitting the image file, a program device(130) for replacing the stored image file with a newly created image file, and a personal computer(140) having a Web server function. A moving picture photographed by camera captures an image according to a time pass and is transmitted to a folder existed in a directory designated in a hard disk. Because the transmitted image file is created as the same file name, the contents of the image are updated in accordance with a progressing time continuously. Thus is, only one file is existed. The user connects to one's homepage in a Web browser and registers an embodied IP address to the Web server for transmitting the image. A relating device(200) includes a homepage(210) and a Web server(220). The homepage(210) has an image frame(211) for displaying a transmission image and a switch(212) for checking a user's connection. The Web server(220) has a database(221) for registering and storing IP addresses and a searching program(222) for searching a finally registered IP address.
