PROBLEM TO BE SOLVED: To provide a controller and a control method for a winch extremely small in possibility of a wrong operation, and superior in safety and operability. SOLUTION: This controller for a winch is provided with a winch drum driven by a hydraulic motor, a clutch performing connection and disengagement of the hydraulic motor and the winch drum, an operation lever operable to at least a neutral position stopping the winch drum and a free fall position allowing free fall, an operation member attached to the operation lever to select a free fall allowing state of the winch drum, and a control circuit controlling the clutch. When the operation member is operated in a state with the operation lever in the neutral position and then the operation lever is operated from the neutral position to the free fall position in the operated state of the operation member, the control circuit controls the clutch so as to disengage the hydraulic motor and the winch drum to provide a free fall allowing state of the winch drum.
