PROBLEM TO BE SOLVED: To provide a flocking apparatus which forms a flocking layer directly on a substrate and manufactures the electrostatic flocking layer of pile continuously at a high speed on the flocking layer. SOLUTION: In the flocking apparatus, a feed roll device which develops the roll-shaped substrate and feeds it, an electrostatic flocking apparatus for flocking the pile electrostatically on the substrate fed by the feed roll device, a drying furnace and a pile removing part, and a winding roll device for winding the substrate are provided. The electrostatic flocking apparatus has a sealed flocking chamber in which a conveyance route for the substrate is installed, a pile supply part in the bottom part of the flocking chamber, a wetting part for supplying wetting air to the pile supply part, pile supply electrodes which are located below the conveyance route and charge the pile, and flocking electrodes which are arranged between the pile supply electrodes and the conveyance route and bias the supplied pile toward the substrate.
