SOLUTION: This compound is an uracil compound of the general formula [I] (wherein, W is an oxygen atom or the like; Y is an oxygen atom or the like; R1 is a 1-3C alkyl or 1-3C haloalkyl; R2 is a 1-3C alkyl; R4 is H or methyl; R5 is 1-6C alkyl or the like; X1 is a halogen atom or the like; X2 is H or the like; and X3 and X4 are each H or the like).
