PROBLEM TO BE SOLVED: To obtain a coating film forming composition excellent in adhesiveness to various substrates such as glass, ceramics, metals, plastics and the like, scratch resistance, weatherability, antifouling properties, water repellency and reflection-preventing properties, capable of effectively forming a transparent hardened coating film having a low refractive index, suitably used as an outer paint requiring weatherability, a hard coating material, a moisture-protecting coating material and a reflection-preventing coating material and especially useful as a coating material for constituting optical parts by coating a transparent base such as glass, plastics and the likes. SOLUTION: This coating film-forming composition contains a condensate obtained by condensing a partly or completely hydrolyzed fluorinated alkyl group-containing alkoxysilane compound with a silane compound.
