PROBLEM TO BE SOLVED: To provide a functional tape and a functional panel capable of easily and rapidly providing a functional paint layer having uniform thickness and excellent in heat-insulating, waterproof and soundproof functions to a structure. SOLUTION: The functional tape is obtained by providing a functional paint layer 1, which comprises a mixed liquid paint consisting of hollow ceramic beads with a particle size of 20-40μm, an acrylic resin and water and having functions such as heat insulating properties, waterproof properties, soundproof properties or the like, on the whole of one surface of a tape base material 10 such as fine paper, a nonwoven fabric or the like by coating and drying processing and providing a high purity water soluble re-releasable type pressure- sensitive layer 12 to the whole of the other surface of the tape base material. This functional tape is bonded to a structure 10 such as the roof or outer wall of a building through the pressure-sensitive layer 12 when used.
