PROBLEM TO BE SOLVED: To solve the problem that transmission facilities which can not be stopped are unable to have its discharge occurrence place estimated and it is difficult to estimate the discharge occurrence place when a discharge traces can not be found even after the transmission facilities are stop. SOLUTION: The occurrence place of discharge is estimated from the distance from the occurrence place of the discharge found from the time lengths from when the continuity of transmission output is lost owing to the discharge to when the discharge sound of the discharge reaches microphones (2-1, 2-2) arranged inside or outside the radio transmission facilities (1) and the arrangement positions of the microphones.
