PROBLEM TO BE SOLVED: To solve such a problem that in relieving of a conventional column system block of a DRAM, when relieving addresses of many numbers of bits are stored, parts to be replaced conflicts each other. SOLUTION: Replacement discrimination is performed so that a replacement region of the second replacement is made smaller than the first replacement and priority is given to the second replacement. In the first replacement, control is performed with relieving addresses having less bit numbers, and a semiconductor memory having a defect relieving circuit in which area is small and relieving efficiency is high is realized, and a manufacturing cost of a semiconductor memory is reduced.
