PROBLEM TO BE SOLVED: To provide a device and method which makes recordable time calculable by only having to record the video elementary stream of an inputted multiplexed stream by decoding the elementary stream and encoding the stream at a fixed bit rate. SOLUTION: A multiplexing/separating section 12 extracts video data from the data inputted from a digital interface 13 and outputs the extracted data to an MPEG AV decoder 19. The video data outputted from the decoder 19 are inputted to an image frame converting section 22, and the image frame is converted into video data. An MPEG video encoder 10 encodes the video data from the image frame converting section 22 at a fixed bit rate and outputs the encoded data to the multiplexing/separating section 12. The section 12 multiplexes the video data upon the data left, after the video data have been extracted and causes the multiplexed data to be recorded on an HDD 15 via a buffer 14.
