PROBLEM TO BE SOLVED: To guarantee a high recognition rate by absorbing the deformation of character and a noise, reflecting a local feature and extracting the character feature quantity. SOLUTION: An outer point extracting means 11 scans an input image from plural directions and extracts the outer point of a character line when a background pixel is changed into a character pixel. An extraction range setting means 12 sets the extraction range of character feature quantity with the outer point as a reference. A deciding means 13 for pixel being object of extraction decides the character pixel being the object of extraction, which is to extract character feature quantity, in the extraction range. A character pixel feature quantity extracting means 14 extracts character pixel feature quantity being the character feature quantity of the pixel which is the object of extraction. An outer point character feature quantity extracting means 15 extracts outer point character feature quantity being the character feature quantity of the outer point by using character pixel feature quantity. A character feature quantity compressing means 16 compresses the outer point character feature quantity.
