PROBLEM TO BE SOLVED: To charge a proper rate for a mobile in the transmission of a map data from a server to the mobile and also determine a route closer to an optimum one in a route search in a communication type navigation system. SOLUTION: A map data selection part 105 selects only a map data including a route determined by a route searching part 104 from the map data stored in a map data memory part 106. A charging part 103 calculates the charge for the map data selected by the map data selection part 105 in reference to a charge table with unit cost of map data described therein. The route searching part 104 searches the route on the basis of a route graph in which a weight calculated on the basis of the estimated number of duplicate passing mobiles showing how many other mobiles 52a pass the branch in the same time when the mobile 52a to be searched passes the branch is added to each branch.
