PROBLEM TO BE SOLVED: To improve a locking device for a device for regulating a relative rotating position of a cam shaft. SOLUTION: This cam shaft operates a valve of an internal combustion engine. The locking device 36 is provided to actuate in a start phase of the internal combustion engine between a blade chamber wheel and an impeller 19. The locking device is formed by a piston 37 and a receiving part 40 corresponding for the piston 37 provided within a structural unit constituted of a driving wheel 16 and the blade chamber wheel. The piston 37 of a blade 18 in cooperation with the receiving part 40 is loaded from a pressure passage 42 of the blade 18. In the pressure passage 42, a switching valve connected with a pressure chamber of a blade chamber is actuated.
