PROBLEM TO BE SOLVED: To solve the problem that a sliding mechanism is used in the contact part with a locker shaft, frictional loss generated in the contact part of a locker arm and the locker shaft is increased according to speed up of rocking motion of the locker arm and thereby lowering of responsiveness of oscillation of the locker arm is generated. SOLUTION: Frictional loss generated in the contact part of the locker arm 1 and the locker shaft 2A can be minimized, even when rocking motion of the locker arm 1 is speeded up, by installing a needle roller 7 in the contact part of the locker arm 1 and the locker shaft 2A and thereby lowering of responsiveness of rocking in the locker arm 1 can be prevented.
