PROBLEM TO BE SOLVED: To provide a retrieval system wherein a retrieval server is avoided from concentrating on a specified retrieval host, the load on a retrieval host is averaged, and the retrieval effectiveness is improved as a whole. SOLUTION: A dispatcher is divided into a master dispatcher 1 and a slave dispatcher 3, and by requesting the start-up of a retrieval server 4 from master dispatcher 1 to a slave dispatcher 3, the retrieval server 4 is avoided from concentrating on the specified retrieval host 2.
