PROBLEM TO BE SOLVED: To detect the license of software composed of plural programs which are stored in the storage device of a PC but not actually used. SOLUTION: A stored program detecting part 11 prepares a stored program list 12 by retrieving a storage device 5. A stored license detecting part 21 prepares a stored license list 23 from the stored program list 12 and a preliminarily prepared license information storage table 22. An executed program monitoring part 31 monitors the start of a program only in the period of an executed program monitoring time 33, and adds the newly started program to an executed program list 32. A used licenses detecting part 41 prepares a used license list 42 from the executed program list 32 and the license information storage table 22. An unused license detecting part 51 prepares an unused license list 52 being the list of licenses which are stored but not used from the stored license list 23 and the used license list 42.
