PROBLEM TO BE SOLVED: To provide a fixing roller, with which rising time at the time of heating by electromagnetic induction is shortened, also mechanical strength is secured, and a fixing device provided with the fixing roller. SOLUTION: The fixing roller 1 is constituted of a cylindrical rigid material 11, a heat-insulating layer 12, consisting of a material whose heat conductivity is low provided at the outside of the cylindrical rigid material, a conductive layer 13 provided at the outside of the heat-insulating layer 12 and consisting of a conductive material and also a releasing layer 14 provided at the outside of the conductive layer, and is provided with an induction heating source 2 provided, so as to be opposed to the outer peripheral surface of the releasing layer 14 and to inductively heat the conductive layer 13. Also, the fixing device is provided with the fixing roller 1 of a constitution thereof and a pressure roller 3 which comes into press-contact with the fixing roller 1 and fixes an unfixed image, formed on a recording material surface on the recording material surface as a permanently fixed image, through heating and pressing by the fixing roller 1 and the pressure roller 3.
