PROBLEM TO BE SOLVED: To restrict the number of copying times, and in addition, execute highly reliable copying control, even at the time of copying video signals via analog video signals. SOLUTION: A video signal reproducing device is provided with an adding circuit 9 which adds copy information during the vertical fly-back period of a reproduced video signal output and outputs reproduced video signals by adding the copy information corresponding to the copy information contained in the video signals to the video signals. A video signal recording device is provided with a detecting circuit 7 which detects the copy information contained in inputted video signals and controls the permission/inhibition of the copying of the video signals based on the detected copy information.
