PROBLEM TO BE SOLVED: To reduce a failure in gaining test data and drop in test accuracy attributed to the deviation of the actual torque generated from a sample brake off the torque range in a test in which a pad is pressed onto a rotor or a drum of the sample brake by a hydraulic constant control or a torque constant control. SOLUTION: Test conditions are set corresponding to a sample brake (S1, S2), a torque T generated from the sample brake is forecast based on a brake effect coefficient BEF of the sample brake and an automatic switching is performed over to a torque range to ensure that the forecast torque is within a most favorable range (S3), the rotor or the drum of the sample brake is accelerated to the set speed with a dynamometer (S4) and braked by the hydraulic constant control of a hydraulic control system (S5) to obtain a measurement data as far as the range is not exceeded (S6 to S8). In the test by the torque constant control, a torque is forecast based on a deceleration set value G of the sample brake.
