PROBLEM TO BE SOLVED: To provide a negative electrode for an alkaline cell which can control an amount of hydrogen gas production before and after discharging and also does not contain toxic materials like mercury, cadmium, or lead, and provide an alkaline cell using above. SOLUTION: A negative electrode for an alkaline cell is manufactured adding a trialkanolamine represented in a formula (CnH2nOH) 3N (n is a natural number) as a compound forming a complex reacting with bismuth ion. Such a negative electrode is used to manufacture an alkaline cell. Or else, a negative electrode for an alkaline cell is manufactured adding a diethyldithiocarbamate represented in a formula (C5H10NS2) nX (n is a natural number) as a compound forming a complex reacting with bismuth ion. Such a negative electrode is used to manufacture an alkaline cell.
